subject-verb agreement

His wife and not his children blames/blame him.

which one is correct blame or blames?
is there any rule for this? because sometimes it uses verb according to nearest subject but at some instance it follow first subject of sentences.
for example :
1. The principal together with teachers agrees to our proposal.(here agrees uses according to Subject "The people".)
2. Neither the PM nor the members of his cabinet paid attention to the matter.

I would write it this way: His wife blames him for ( whatever).......but not his chidlren.

That could suggest that his wife blames him; she doesn't blame his children.

To be sure that you are clear, say "His wife blames him (for ...), but his children don't."
