But I thought the subject is "I", and therefore, since "I" is singular, the singular verb "is" might be needed? How am I wrong?

How am I wrong?-- 'I' is not the subject; the subject is 'All', which can be singular or plural depending on its referents, which is this case are two things, antibiotics and painkillers.
