Subject verb agreement

"The changes will ensure that this provision will only apply to arrangements where both the purpose and effect are that the ultimate investor has, in substance, an equity interest in the issuer company."

Hello all,

With regard to the statement above, i am unsure as to whether to use 'are' or 'is'. Although 'is' sounds right, but grammatically should it be 'are', so as to agree with 'both'?
