Subject-verb agreement

Please check the subject-verb agreement in the following sentence:

Some portion of the exploration and development “carried costs” are typically reimbursed by the NOC partner to the contractor group either in cash or oil.

As the portion is of plural, I think it is right, but I am little confused because 'portion' is singular.
