Subject Verb Agreement

Which of the variants is correct in these two sentences:

1. Road accidents is/are a very serious problem. My opinion - Is.

2. The most serious reason is/are road accidents. My opinion - Are.

Which of the Subject Verb Agreement rules is used here? And where is subject in these two sentences?
