Bad language is spoken by people whose vocabulary is/are low.

Can this sentence be more idiomatic?

I can not understand what bad means here, if you mean accent or making wrong sentences?!
by i can put it in this way:

people who know limited vocabulary, can not be clearly understand.

I agree with Sunny that your choice of words is confusing. 'Bad' language, at least in the US, usually refers to sentences laced with expletives as Her bad language at the party shocked everyone.

You could say 'inferior' or 'poor' language.

Also, a native speaker would not say that a person's vocabulary was 'low'. The temperature can be low, your blood pressu

Actaully I want to give an emphasis to "Bad Language", but obviously the expression isn't right.

So, instead of "Bad language" what expression or words should I use?

In my thoughts "Bad language" in the sentence refers to "bad words.".
