Subject-verb agreement

Coramandel may bring to mind beaches and and baches, but also on offer is breathtaking views, gorgeous food, and arts and crafts.

Should it not be are instead of is?

The subject is offer and the list shows that offer is plural...

Secondly, after but,is that an independent clause? The verb IS is present, but I don't think there is a subject to the sentence...

If it is not an independent clause the comma before BUT should be omitted.

I would have opted for 'are' too, but the writer has the choice--s/he is evidently thinking of ' breathtaking views, gorgeous food, and arts and crafts ' as a single grand experience. This is an independent clause: ' , but also on offer is breathtaking views, gorgeous food, and arts and crafts. ' The S and V are inverted; here is the more common word order: but BVs, GF and A&C are also on offer.
