Subject-Verb Agreement

Is this sentence correct? We are the voice and the hand that encourages people to change their lives with hope, comfort and peace.

If only the 'hand' 'encourages people to change' etc., the sentence is correct. (Though a comma after 'voice' would be useful.)

But if both voice and hand are encouraging etc., it should be 'that encourage'.
