Hi,
In the sentence below, can you please tell me what the subject and verb is?

"Please let me know if there are any issues with expensing my cell phone upgrade."

I believe the verb is 'are', but I'm unsure what the subject is.

You have two clauses, so there are two subjects and two verbs.

Please let me know ...

you is the implied subject of this imperative.
let is the main verb.

A there-construction has two subjects. there is the subject for purposes of forming questions by inverting subject and verb:

There are issues. > Are there issues?

issues is the subject for purposes of subject-verb agreement:

There is an issue. > There are issues.

The verb is are.
