There may be rules that limit what you can do with your ticket. eg for an air ticket, there may be rules that you can not travel to certain countries, or that you can not travel at certain times.

So, restriction in force = the restriction which has this period of time?

It could refer either to the restrictions that exist at the time you buy your ticket, or the restrictions that exist at the time you actually travel, or even both. It's a very general kind of phrase.
