I'm confused as to how I should interpret the following sentence:

Subject to the adoption of applicable election resolutions, the nomination period will begin on April 10, 2009 and end on May 10 2009.

Does this setence mean that the nomination period, which begins on April 10, 2009 and ends on May 10, 2009 may change depending on whether the applicable election resolutions gets adopted or not? Or, does this sentence mean that the nomination period is under the authoriy of adoption of applicable election resultion?
