Is it clear that all the 'he' refer to Tam? FYI- Bane is the god/deity, and Thay is the country/nation.
Tam promised that when he became the sole ruler of Thay, Bane would be the only god worshipped in the country, and that he would also surrender his soul to the evil deity one thousand years after he attained complete control of the nation.
