I don't think so. I think this is a passive voice construction and subject should be 'people' (who believe), not explicitly mentioned in the sentence. Can someone please confirm.

I can confirm the prior poster's answer, and not your interpretation.

Don't confuse the grammatical subject of the sentence with "doer" or agent of the action.

The winning goal was scored by Peter. -- The GOAL is the grammatical subject. It doesn't matter that Peter is the one who scored it.

Franklin Roosevelt is the grammatical subject of the sentence.
