1. LAPD is used across the D channel to ensure that control and signaling information is received and flows properly. (Is 'is' the subject for the singular adjective 'control and signaling information'?)

On a totally different sentence, what about this one?

1. You have to understand that we are not a mom and pop operation and that our ebay sales and shipping process is largely automated. (Does 'is' refer to 'sales and shipping' here? 'is' does not refer to 'that' right?)
