The verb "is" is a copulative or linking verb, and these kind of verbs are intransitive, i.e., they do not carry an action and therefore neither take objects nor have a passive form. Linking verbs are verbs of existence, appearance, and sensation: The subject is the noun that the sentence is about, in your example, "cow."

(1) A cow is a quadruped.
(2) The cow seems docile.
