In February 1900, in his report that accompanied the proposed state budget, he subjected the tsar to areport on the state of the economy. We can picture hirn, standing, in dress uniform, reading his re port to a tsar who had grown somewhat wearied by his minister's didactic manner yet was farfrom indifferent to the substance of what he heard and would undoubtedly later read.

Does the verb subject imply that the tsar didn't want to listen to the report? Thanks
