It means that it was his responsibility to instruct/(tell someone to do something) the people under him/(the people subordinate to him). subjects = the people under someone/subordinate to someone I suppose your question is about some kind of monarchy or similar because you can't use "subjects" to refer to people who work in a company, organization etc.
