Stylistical option?

Hi. Is not putting a part of a verb stylistical option? Would it be correct to put it in the sentence although not needed?For the example sentences below, let's say the letters "XXX" and "YYY" represent certain people. Also, I am sorry but as in my first question in this post, could the phrase "not putting a part of a verb" be a noun? For example, could we write, "Not putting it is another option"? Thank you for your help in advance.

eg,
The plan was formulated by XXX and (was) carried out by YYY.
The plan has been fomulated by XXX and (has been) carried out by YYY.
