When I’m talking to someone on Skype and I only hear bits and pieces of what they are saying, could I use these sentences? The audio basically freezes and then starts working again.
“You sound so choppy today. I can hardly make out what you’re saying.”
“The audio has turned stuttery all of a sudden.”
Thank you. Perhaps there are options that would be considered more common.

Stuttery isn't a word. Stuttered would be the word, but it technically applies to a person's speech. Your friend isn't stuttering.

A better phrasing would be:
"The audio is randomly freezing and I am having difficulty understanding what you are saying."
Don't you hate that? I use those very words myself, and some others that I can't post here. You can also say the audio cuts in and out.
