0It's an odd simile. The Saturnalia was a time of misrule: slaves were allowed to mock their masters, the schools and law-courts were closed, and the usual order was reversed. There was also a fair bit of revelry and licentiousness, of course; but I think "misrule" is what we usually associate with the Saturnalia.02br
