Stupid is as stupid does

The catchphrase in question, which comes from the Forrest Gump movie, is a bit too obscure for my comprehension. I would estimate its meaning to fit along the lines of

"One is stupid exactly to the extent that one acts stupid",

but I'm just not sure.

Could someone please confirm if that's correct or else correct me?
