Stupid?

When someone calls someone stupid. Are they saying that they are stupid in that moment, or in general?

IE.

A: Is Bob smart?

B: No he's stupid.


A: So do I just go around the field 3 times?

B: No, stupid, 5 times!

IE.

A: Is Bob smart?

B: No he's stupid.Sounds like a general statement to me


A: So do I just go around the field 3 times?

B: No, stupid, 5 times! Just sounds like 'in that moment'. It may not even be any more than a little bit of banter.
