Stunt growth

Could someone tell me how to properly phrase this sentence?

If you don't let your baby crawl on the ground or attempt to crawl you will be stunting /hold back his growth development and will be behind learning to use his or her legs.

If a baby learns to walk late at the age of 2 would you say that he is retarded or late or a different word?

I would say something like:
"If you don't allow your baby to crawl on the floor, it might hinder her developing mobility skills."
