There is a question:

"Technology and fashion are not ....... distant from each other ....... it might seem at first glance. "

a) so/that

b) so/as

The answer is" b".

When I fill the words in blanks I can see different meanings but meaningful sentences. What or how should I think? How can I find the true one?
