Structure of sentences

Hi! I was wondering which one of the following sentences is correct:

1. When the clock strikes 9 is the time for you to go to bed.
2. When the clock strikes 9, it’s the time for you to go to bed.

The first sentence is ungrammatical as the main clause has no subject. The usual phrase is it's time..., so I would omit the article in the second sentence.
