In this sentence, How I understand this sentence. I mean "apply by" or "apply to" which one is that I have to understand firstly. Um.. I mean.. Apply to the Ministry of Economic Development for the benefits in the program to support the assembly industry by the end of February or I just have to understand "to" like preposition not apply to.
