Structural placement difference of if-clause

Hi. Why would the phrasal structures for these two be different (if they are correctly written as they are)? Note: The sentences were written to ask questions and don't necessarily reflect my view.

We promise not to give change to beggars outside.
We are warned to forsake not the gathering of beggars outside.
