Hello! Please answer two questions of mine about
the following passage. I cannot make a precise
structural analysis, so I have found myself completely
stuck.
"Privatizing the air traffic control system would
increase the ability and incentive of the air traffic
control system to adopt such reforms and increase
overall efficiency within the air travel sector, as well
as reducing greenhouse gas emissions from air travel."
Q1) Regarding increase, does it pair with would or to?
Q2) As for "as well as reducing greenhouse ... air travel,"
can it be interpreted as "Privatizing the air traffic
control system would increase ... as well as (the
system) reduce greenhouse...."? If so, doesn't this
sentence break the principle of parallel structure?
