Struck, template, track

India today said it had decided to formally back the accord on climate change struck at the Copenhagen summit in December last year, joining more than 100 countries which have already associated with the pact.

"India has communicated its decision to the United Nations Framework Convention on Climate Change (UNFCCC) Secretariat with three conditions," Minister of State for Environment & Forests Jairam Ramesh told the Lok Sabha in a suo motu statement here today.

"First, the Accord is a political document and is not legally binding. It is not a template for outcomes. Second, the Copenhagen Accord is not a separate, third track of negotiations outside the UNFCCC. Third, the purpose of the Copenhagen Accord is to bring about a consensus in the existing and on-going, two-track multilateral negotiations process under the UNFCCC," he said, explaining the three conditions.

Mr Ramesh said the Accord could have value if the areas of convergence reflected in it were used to help the Parties reach agreed outcomes under the UN multilateral negotiations in the two tracks.
