I think that "strong" is a bit of a mistake there. It has no specific meaning in this context (and it really had better have when dire medical problems are at stake), and it sounds like the writer vaguely remembered something like it but couldn't see that he was thinking of "strong family resemblance", where "strong" has a meaning. That said, I suppose he meant that many members of the family through many generations had and have headaches.
