Does strong breath mean bad breath? What is the difference?

Some bad breath is only noticeable from very close up; but strong breath can be noticeable from two or three feet away (or even fill a small office).

PS:

On reflection, breath may be "strong" because of the intake of alcohol, spicy foods, etc.

So it's not always halitosis.
