Strong and weak form of a word

In the definitions of some words in dictionaries there is strong and weak ipa scripts. As example the word 'to' has following ipa scripts.

strong /tu?/ weak /t?/ /tu/ /t?/

Please someone tell me whether the pronunciation of the word like 'to' change according to the surrounding words which is like 'the'.
