"strong" accent

Is it even correct to say that a person's accent in some language is "strong"?
From what I know of, accents can only be "heavy" as it's not a living thing to be described as "strong",
but the results I found on google make me doubtful about my own thought as there are so many web pages in which "'strong' accent" is used.
