are these correct and why? thank you

1. Dress code is strictly enforced. Do I put "ed" on "enforce" because of "to be?"

2. If not correct, can you tell me why?
Do I put a comma at the end of "correct?"

3. The hotel will be opened tomorrow. Do I put "ed" on "open" because of "to be"
