Stretched/comes close

Hi

1. It takes a lot of manpower and back-up to do this stuff, so this meant chaos for an already stretched organization, particularly in America where the Live Aid brand didn't mean as much.

--- does "stretched" mean that people in that organization were very busy, had too much work?

--- I understand that "Live Aid brand didn't mean as much" means in America it's not widely known what it is.

2. I feared we had pushed him too far but, in truth, no one else comes close at this stuff.

--- Does it mean that no one else knows better how to do certain stuff than him? He's the best one to do the job?
