Does "was stretched over a wire armature" mean "was formed around a wire skeleton" that is "had a wire skeleton inside it"?


Context:


In a little alcove, this blobby, biomorphic-shaped fibreglass form, around 4 ft x 4 ft, was stretched over a wire armature and was sitting squarely on the floor.
