'stretch out'

Hi,

Please have a look at this:

Spreading around the globe, it (a shift in consumer behaviour) portends a long period in which demand will continue to decline or remain low as cash-short consumers forgo or stretch out purchases

=> 'stretch out purchases' here means 'buy less', right?

Many thanks,

Nessie.
