Street/road lined by people

(We're at an illegal drag race in an industrial area)

Two cars roll up to the starting line. Ahead of them a long straight street/road lined by people.


1) Would you use 'street' or 'road' here if it is in an industrial area?

2) Is 'lined by' perfect if there are people on both sides of the street/road all the way down?

I suppose that depends on the dialect you use. Here in the Middle Atlantic States of the US, I would use "street". "Road" suggests a much longer thing that goes somewhere, and anyway, it's street racing, not road racing. Incidentally and irrelevantly, not far from here you can
