streching the sound?

Recently, I have been learning a book of pronunciation. It says that sometimes we should pronunce a word in two syllables. I agree. And my first questions is when I should pronunce a word with two syllables?

As the picture shows, "car" and "gone" are put on two syllables instead of one.

And my second question is how I can read in proper intonation.

My last question is whether one pronouces liaison only when he reads fast.
