Stray VS a stray

Hi

Would you say that stray and a stray carry the same meaning here? Also, are all the three questions equally natural?

A - Whose cat is that?
A - Who's the owner of that cat?
A - Who owns that cat?

B - I don't know. It must be a stray.
B - I don't know. It must be stray.
