Strange sentence structure in HP Lovecraft's Azathoth

"When age fell upon the world, and wonder went out of the minds of men; when grey cities reared to smoky skies tall towers grim and ugly"

I don't really get how the part "when grey cities reared to smoky skies" and "tall towers grim and ugly" connect to each other. There is no punctuation between these two parts, thus I am uncertain about the interpretation.
