The following sentence is from an interview of an ex RUSSIAN military:

"most of the people who graduated in the 60's, dropouts or half-baked intellectuals, are now occupying the positions of power in the government..."

What do you undersrtand by :
"most of the people who graduated in the 60's, dropouts or half-baked intellectuals"

1°) Does he mean that the people who graduated are dropouts and "half-baked intellectuals" ?

Of the two possible interpretations it can't be the first because a dropout is someone who dropped out before graduating. So nobody who graduated could be a dropout.

I interpret it as an enumeration. Most of the people in those three groups now occupy the powerful government positions in question.
