strange question

Q.The unfortunate recent outbreak of Dutch elm disease is threatening the gardenlike atmosphere of our city. In order to prevent its spread and eventually eradicate the disease, the city has engaged the services of a team of botanists from the local university to inspect trees on both public and private properties and mark diseased trees for removal. Furthermore, the city has contracted a tree removal service to cut down the marked trees and reduce them to noncontagious chips. The resulting mulch will be piled in the city vehicle staing area and be available to residents for use in their gardens, on their walkways, etc. We encourage all residents to take advantage of these free services so that we can keep out cit green and beautiful.

which of the following is correct?
a.Dutch elm disease has long been a problem for the community
b.A team of botanists has contracted the city to cut down the trees.
c.Removal of diseased trees on city and residential land will occur.
d.Diseased trees will be destroyed to prevent further contamination.

Book says answer is d, yeah I know but, I do not understand why c. can not be another answer as chip is kind of destroyed form.

book says the answer is c, but I do not understand why d is not proper.
'chip' means destroyed state. isn't it?

No: the trees are not destroyed. They are recycled into useable chips for gardening.

In my language, sometimes meaning of 'destroy' could concentrate on the size matter. 'Chip' for gardening is dust form in terms of size.
Despite its reusable purpose, its form is very tiny which could rationally mean 'destroyed' and I am asking about this.
Although meaning of 'destroy' contains not reusable'(does it??) , in a matter of size, it is destroyed in my opinion.

I profoundly know what you trying to say as I majored in literature,
but I was asking about logical matter not language matter.
