Strange but correct sentence...why?

Below is a model sentence for an English exercise:

I don't understand why there is no conjunction joining the list...

Our high school Latin teacher was a tiny, birdlike woman, swarthy, with sparkling dark eyes, graying hair.



My question is why is there no 'and' before the last item in the list? I often see writing like this, so I know it is not incorrect. I think it must not be a list...

Likewise. I see no good reason to omit the final "and."
