Strange agreement

I just saw the following huge "professional" banner hung across the face of the Glendale City Hall: "The Glendale Community wishes to express its thanks to our vetrans."

I readily concede that "community" may be singular or plural, but can they have it both ways in the same sentence?? Any comments?
