Story telling II

When I begin a story in the past tense does it have to be all in one tense form or could I also use the present tense too? Such as:

I was in North Caroline for the weekend and decided to visit some friends so I went to Bobby's place and we had some BBQ. He then says/said, "it is/was wonderful seeing you again!"

Could I say He then says, " It is wonderful seeing you again!" - Changes to the present tense.

Should I continue to use the past tense since the story began in the past tense form?

You are referring to the Historical Present, used, say: The Battle of Little Big Horn was Custer's Last Stand, when he died along with all his men. So, I'm standing there, chatting up this girl I'd just met- I could tell she is really into me - when Bobby comes over says, 'It' s wonderful seeing you again!

You are referring to the Historical Present, used, say:
The Battle of Little Big Horn was Custer's Last Stand, when he died along with all his men. (...and continue to set the scene in the Past Tense because it is a past event.)
But in describing the battle, it is more vivid to move into the Present Tense, as if we are there:"...Then the Indians come storming up the hill, w
