Storey and floor

Lots of people seem not understand the question. How many floors for 10-storey building?

Is it 10 floor totally or 11 floor totally? Please do not forget the ground floor is called "Ground floor" and you press the "G" inside a lift; hence, when you press a "10" going to the tenth floor and actually you are going to the 11th floor above the soil. This is the confusion when people speaking of 10-storey building we might have to ask whether this is a ten or eleven floor above ground(soil) where the open roof does not count. Hopefully some wise persons can help me.
