0 1. You have described a harness, not harness bells. Harness bells are attached to the harness. They are small round metal bells that jingle when the horse is moving. Know the song 'Jingle Bells'? They are just for decoration and even when they come already attached to a leather strap, the leather strap doesn't form part of the functional aspect of the harness. 0-
