Well, I guess you may find some out of the city, but I'd say you'll find many maybe not right downtown (they're not flashy enough), but in "less wealthy" (if I may say so) parts of towns.

I'm not sure, perhaps it is a shop near highways, hence the expression 'STOP and save' But not necessarily, it could also be some local shop.
I guess, the bottom line is that it is a shop where you can find goods at very low prices.
