stipulate/cutting edge

One kind of cost-plus contract stipulates contractor's profit as a fixed percentage of the cotractor's costs.

What do you mean " stipulates " in that sentence ? Does it mean " to make/to demand/to specifiy " ?

Does anybody know what it means ' cutting edge " ?
